What is Dholera SIR?
- Dholera is a sub-district of Ahmedabad district of Gujrat state in India. There are 33 villages fall into dholera sub-district, by them 22 villages are selected in Special investment region (SIR) under “SIR act, 2009”.
- Dholera special investment region is a Greenfield industrial smart city planned & located approximately 100 km southwest of Ahmedabad city. It is envisioned as India’s most attractive location surrounded by major city of Gujarat like Rajkot, Ahmedabad, Vadodara and Gulf of Khambat plays a major role for future sea-port transportation, manufacturing and industrial development. The Government of Gujarat has created a legislative framework for the formation of a Special investment region (SIR) under the act, 2009 for which a regional development authority Dholera Special Investment Region (DSIR) has been established.
What is SIR & The Gujarat SIR act, 2009?
- Honorable Narendra Modi ji had a dream when he was the Chief Minister of the state of Gujarat. New world-class cities should be built for the growing needs of India, which can fulfill the ambition of the new generation, for this they passed a new act, which we call “SIR act, 2009”, Various studies & planning were done under legal framework created by that act.
- The state government has enacted a legal framework for the SIR –The Gujarat special investment region act, 2009. It has come into effect from 6thJanuary, 2009. This shows the commitment of the government to set up world-class hubs of economic activity on the lines of fastest growing countries in the world.
Who is In-Charge of Planning and Development of Dholera SIR?
For the planning and Development of Dholera Special Investment Region (DSIR) a Special Purpose vehicle (SPV) named DICDL- Dholera Industrial City Development Limited has been created between the central govt. and the state govt. of Gujarat. Where NICDC- National Industrial Corridor Development Corporation is India’s most ambitious infrastructure programme aiming to develop new industrial cities as “Smart Cities” and converging next generation technologies across infrastructure sectors. And DSIRDA- Dholera Special Investment Region Development Authority is in charge of planning and development DSIR. This Special Purpose Vehicle was formed on 28th January,2016. Here The state govt. of Gujarat has the 51% stake holder which aiming to acquire land & provide clearance and the central govt. has the 49% stake holder to provide the fund in 3 (three) phases for the development of DSIR.

Total Area Of Dholera SIR.

If we talk about the area of the Dholera Special Investment Region, a common thought that comes to mind is how big it is! The total area of the Dholera industrial smart city is 920 sq.km. It is bigger than many major cities in India. Where the Total Area of Mumbai is 603.4 sq.km, Ahmedabad is 505 sq.km, Surat is 461.6 sq.km, Bengaluru is 741 sq.km, Singapore is 728.6 sq.km and Newyork is 783.8 sq.km. Dholera is one and a half times bigger than Singapore.
One-third of the total land area of 920 sq.km comes under the coastal regulation zone boundary, where development is restricted as per CRZ(Coastal Regulation Zone) norms. After this area, 580 sq.km is the total developable area. Out of 580 sq.km, the prime agricultural land has been preserved. Finally, 422 sq.km is set for metropolitan development in 6 town planning schemes. This development would take 30 years under 3 phases.
